Luigi Serralunga was born in Turin on October 26, 1880, to a wealthy family belonging to the bourgeoisie of Turin and connected to the royal administration. The paternal branch of the family has a long tradition of employment at the court: great-grandfather Giuseppe Dalmazzo Serralunga was treasurer for the Savoy family between the late 18th century and the early 19th century, while grandfather Luigi, a knight and lawyer, was appointed tax collector for the Royal Ministry of Finance in the Pinerolo area, as well as the holder of the revenues from a resale of salts and tobaccos in Volvera. Father Alessandro, employed at the Direzione Opera Pia San Paolo, married Adelaide Calcina, a widow of Mogna, in 1878.
Luigi Serralunga spent his childhood in Turin, in the family home at via Gioberti 24; in December 1896, after completing his technical studies, he enrolled at the Royal Albertina Academy of Fine Arts, where he attended the three-year courses in architecture, geometry, figure, history, and ornament, participating in the internal competitions organized by the Academy with appreciable results.

After completing his preparatory studies, in the autumn of 1900 he successfully enrolled in the advanced painting course, winning the bronze medal in the figure drawing course taught by Professor Giacomo Grosso. Among the teachers at the Academy, including Piercelestino Gilardi and Odoardo Tabacchi, holders of the painting and sculpture chairs respectively, the painter Giacomo Grosso, who achieved success at the first Venice Biennale, was certainly the main reference in shaping Serralunga's painting style.
In February 1901, his mother Adele died suddenly. After a few months of absence from the Academy, Serralunga returned to attend classes and obtained the opportunity to stay in Rome, where he went in 1902 to carry out studies and surveys of ancient art.
His studies continued successfully: at the end of the second year, he won the silver medal and the purchase of a work outside the competition for the value of 25 lire, as well as the following year, when he was again awarded the silver medal. At the age of twenty-three, Serralunga successfully completed his studies in June 1904, winning a prize of 100 lire for the final nude from life exam.
In the same year, the painter began exhibiting at the Società Promotrice di Belle Arti, participating in the annual exhibition for members almost continuously until 1939, the year before his death.
